Isaac a526aee73e Refactor Api types 13-22 to use struct-wrapped constructors
Types refactored:
- AvailableReaction, BankCardOpenUrl, Birthday, Boost
- BotApp, BotAppSettings, BotBusinessConnection, BotCommand

Updated pattern matching and construction sites in TelegramCore.
